HOSPITAL AND MEDICAL SERVICE FEES

Quebec’s Ministère de la santé et des services sociaux (MSSS) sets the fees for services provided.

Fees are reviewed annually by the MSSS and are subject to change

For Quebec residents

    • Fees are covered upon presentation of a valid Quebec Health Insurance Card (RAMQ).
    • For hospitalizations, fees may apply depending on your choice of room (semi-private or private).
    • If the RAMQ card is invalid or unavailable, fees are not covered.  You must pay the full fee.

For residents of another Canadian province

  • Fees are covered upon presentation of your valid provincial health card except for certain excluded services.
  • For hospitalizations, fees may apply depending on your choice of room (semi-private or private).
  • If your card is invalid or unavailable, fees are not covered.  You must pay the full fee.

For non-residents of Canada

  • You must pay the full fee according to the service(s) received.
  • Fees may be reimbursed by your insurance if covered.

For refugees or asylum seekers

Fees for users without a valid Quebec health card (RAMQ), non-resident of Canada and out-of-province without a valid health card

No. The institution is not required to accept private insurance. Acceptance constitutes a service offered by the institution.

If you receive medical services (excluding hospital services), you must pay for the services you receive. If you have private insurance and based on your coverage, you may request a refund from your insurance company for the fees you paid.

If you receive hospital services, the CISSS de l’Outaouais accounts receivable office can file a claim with your insurance company.

It is your responsibility to provide valid proof of your private insurance at the time of your hospital visit. Otherwise, the invoice will be sent directly to you.

Users are solely responsible for payment of fees related to the health care services received. It is the responsibility of users to know the extent of their insurance coverage prior to the provision of services.
Yes. However, it is the responsibility of the user to provide valid documents attesting to their status at the time of their visit. If these documents are not presented, the invoice will be sent directly to the user.
It is your responsibility to maintain a valid and eligible RAMQ card in order to receive free health care. Failure to do so may result in you being charged a fee for services received. If you receive medical care, you are fully responsible for paying all fees incurred, including the physician’s professional fees.
The triage fee is the assessment of your health issue by a nurse, without consultation with the doctor. The patient may decide to leave the emergency department for various reasons before seeing the doctor. In this case, the triage fee covers only the assessment performed by the nurse.
Emergency fees are the services provided to the user when seen by the doctor in the emergency department.
Yes, other fees may apply, such as:

  • professional fees for physicians, and
  • examinations administered to the user, such as x-rays, blood samples, laboratory tests, etc.

These fees are separate from triage or emergency fees and will be charged separately

Yes After triage, the user will be referred to the emergency administrative officers to complete the information in their file. For non-residents of Canada, triage or emergency fees, as well as professional fees, will be charged directly to the user.
No However, it is your responsibility to immediately present your documents, provincial card or other supporting documentation to the officer to prove your eligibility. The accounts receivable office, after verification, reserves the right to refuse the documents for reasons of eligibility for the various programs or cards.
No, professional fees for services provided by physicians are billed directly to patients or through billing agencies. In every case, the invoice will be sent directly to the patient. The only exception is for emergency physicians, whose professional fees are billed directly by the institution along with emergency fees.
No However, it is your responsibility to present your valid provincial health card and to provide your home address linked to your card. If your card has expired, a fee will be charged for care provided. It is your responsibility to provide a valid card.
