The following access program was established pursuant to section 15 of the Act respecting health services and social services (CQLR, chapter S-4.2), which provides that English-speaking persons have “the right to receive health services and social services in the English language, taking into account the organization and the human, material and financial resources of the institutions providing such services and to the extent provided for in an access program [...]”. 

Its purpose is to ensure that English-speaking persons have access to a range of relevant health and social services provided in English, as comprehensively as possible and as close as possible to their living environments.
