PLANNING TO ADOPT A CHILD?
There are three options:
- Adopting a child in Quebec by first becoming a mixed-bank family-type resource (RTF-BM)
- Adopting a child in Quebec
- Adopt a child through a general consent to adoption
Become a mixed bank foster family resource with a view to a permanency plan, or adopt a child through a general consent to adoption.
1. Adopt a child in Quebec by first becoming a mixed-bank family-type resource (RTF-BM)
This type of project is for children who have been removed from their home environment due to a report to Youth Protection (DPJ). The parents of these children are experiencing personal difficulties that prevent them from caring for their children and meeting their needs. Because of the poor prognosis for the children returning to their natural environment, we seek to ensure a stable and permanent living environment in the event that it is impossible for them to return to their biological environment. The majority of these children are under 5 years of age.
Important: the Youth Protection Act favours the child returning to their biological parents, provided that the parents resolve their difficulties and that this is in the child’s best interest and for their well-being. The adoption or permanency plan is only considered if the child's return is not possible. However, a child may be entrusted to a mixed-bank family-type resource even if adoption is not certain. Getting assessed as an accepted applicant and being matched with a child can be completed within a short period of time after registration.
Regular adoption in Quebec involves children whose biological parents themselves have chosen to give up their child for adoption. These children are usually newborns.
2. Adopt a child through a general consent to adoption
Regular adoption in Quebec involves children whose biological parents themselves have chosen to give up their child for adoption. They are generally newborns.
Important: Very few children are placed for adoption at birth through consent by their birth parents. The majority of Quebec children adopted in Quebec are adopted through the mixed banking program. It is possible to register simultaneously for both the regular adoption and the mixed-bank family-type resource projects.

3. Adopt a child outside Quebec (another Canadian province or internationally)
This type of adoption involves children from other Canadian provinces or foreign countries.

Important: You cannot start an adoption project in Quebec at the same time as an adoption project outside Quebec (another Canadian province or internationally).
