PLANNING TO ADOPT A CHILD?

There are three options:

  1. Adopting a child in Quebec
  2. Adopting a child in Quebec by first becoming a mixed-bank family-type resource (RTF-BM)
  3. Adopting a child outside Quebec (other Canadian province or internationally)

Adopting a child in Quebec

Regular adoption in Quebec involves children whose biological parents themselves have chosen to give up their child for adoption. These children are usually newborns.

Registration:

To register you must be an adult, a Canadian citizen or a permanent resident and live in the Outaouais region.

  2. Attend an information session.

Please note: Very few children are adopted at birth through the consent of their biological parents. The majority of Quebec children adopted in Quebec are adopted through the mixed-bank program. It is possible to register simultaneously for the regular adoption and mixed-bank family-type resource projects.

Did you know that...

In Quebec, very few children are voluntarily given up for adoption by their biological parents. Most adoptions of Quebec children are done through the Mixed Bank program. These are children who become eligible for adoption while in care, following a judgement by the Youth Division of the Court of Quebec.

Families in the mixed bank program first act as host families for the children.

Adopting a child in Quebec by first becoming a mixed-bank family-type resource (RTF-BM)

This type of adoption refers to children who have been removed from their home environment as a result of a report to the Director of Youth Protection. The parents of these children are experiencing personal difficulties that prevent them from taking care of their children and meeting their needs. Because of the poor prognosis for these children returning to their natural environment, we seek to provide them with a stable and permanent living environment in the event that it is impossible for them to return to their biological environment. The majority of these children are under the age of five.

Registration

To register you must be an adult, a Canadian citizen or a permanent resident and live in the Outaouais region.

Please note: The Youth Protection Act favours the child returning to his/her parents, provided that the parents address and overcome their difficulties and it is in the best interest of the child. Adoption is only considered if the child cannot be returned. However, a child can be entrusted to a mixed-bank family-type resource even if the possibility of adoption is not certain. Being assessed as an accepted applicant as well as being matched with a child can be completed within a short period of time after your registration.

Adopting a child outside Quebec (other Canadian province or internationally)

This type of adoption involves children from other provinces in Canada or from abroad.

Please note: You cannot undertake an adoption project in Quebec at the same time as an adoption project outside Quebec (other Canadian province or internationally).
